Introduction

This page has been created to enable information about the forthcoming Summer Institute in Regional science to be made available in a readily accessible form.

The Faculty of Economics and Organisational Sciences of the University of the Federal Armed Forces, Munich (Fakultaet fuer Wirtschafts- und Organisations- wissenschaften der Universitaet der Bundeswehr, Muenchen) is currently preparing the Eleventh European Advanced Studies Institute in Regional Science.

The preceding Advanced Studies Institutes were held at the University of Karlsruhe in 1970, 1972 and 1974, at the University of Siegen in 1978, the Free University of Amsterdam in 1980, the University of Bamberg in 1984, the University of Milano, the University of Joensu, the University of Athens and the University of Oslo. Since they were considered successful and rewarding by the participants, it was decided to continue them in Munich.

While the previous events were concerned with a broad range of recent research in the field of regional science and urban problems, the next Summer Institute will mainly concentrate on the problems of regional competition. In many parts of the world, efforts are being made to intensify economic activities so as to be more successful in regional competition. Regional competition is also used as a device of regional policy. Many countries are confronted with increasing regional competition which means that measures for regional competition have to be analysed under new conditions. Effects of international, national, city competition as well as competition among members of economic unions have to be considered under new conditions. The Eleventh Advanced Studies Institute in Munich will provide an opportunity to discuss the spatial and regional implications of regional competition and to evaluate analytical methods, regional policies and institutional arrangements capable of solving related questions.

I. Institute Programme

The Institute programme will consist of lectures, seminars, and workshops.

1. Lectures

Seven lectures will provide top level presentations of major aspects covered by the Institute. The lectures, of 90 minutes each, should be attended by all participants.

2. Seminars

Five seminars will be held, each consisting of four sessions. The seminars will be led by outstanding scientists acknowledged in their respective fields of specialisation. Participants will be given an opportunity to have their predistributed research papers (see item V and VI below) discussed in the seminars. In order to provide the conditions required for effective discussion, the number of participants in each seminar will be limited to 20.

Summaries of the main trends and results of seminar discussions will be presented to the Institute Assembly (IA).

3. Workshops

Four workshops, each of one and a half weeks'duration, will be held. Workshop sessions - scheduled for 90 minutes daily - will be devoted to creative discussion and group work among the participants on specific questions related to the planned topics of the workshops. The number of participants in each workshop will be limited to 15. The positions of workshop leaders will be assigned to members of the Institute's teaching staff. Final workshop reports will be presented to the Institute Assembly. Workshop speakers will be responsible for having the final reports ready for possible publication by the end of the Institute period.

II. Time Schedule of Programme

The tentative time schedule of the scientific programme is indicated in the plan. Opportunities for social activities will also be offered.

III. Institute Topics

1. Lectures

Lectures will be given on the following topics:
(1) Theories of Regional Competition
(2) Hard and Soft Determinants of Regional Competition
(3) Regional Growth, Regional Decline as a Result of Regional Competition
(4) Regional Competition in Federations and Economic Unions
(5) The Role of Infrastructure and Knowledge for Competitive Strategies
(6) Public Policy for Regional Competition
(7) Military Policy to Assist Regional Competition

2. Seminars

The following seminars will take place on the following topics:
(I) Models of Regional and Tax Competition
(II) Growth as a Result of Regional Competition
(III) Population, Service and Goods Movements and Changes as Determinants of Regional Competition
(IV) Role of Disarmament or Growth of Military Forces in Regional Competition
(V) Policy for Regional Competition in Western Countries and Countries in Transition
(VI) Competition Modelling and Evolutionary Learning
(VII) Effects of Regional Competition and Development

3. Workshops

Workshops are planned to analyse problems of regional decentralisation with respect to the following fields:
(I) Business Promotion and Private Public Partnership to Improve Competitive Success
(II) Urban Transportation and Locational Systems to Strengthen the Competitive Position of a Region
(III) Game Theoretic Approaches to Modelling Regional Competition and Respective Processes
(IV) Competition Policy for Developing Countries
(V) Economic Reforms and Privatisation in Asia

IV. Organisation of the Institute

2. Teaching Staff

The teaching staff will be composed of lecturers, seminar leaders, and workshop leaders. They will be internationally acknowledged scientists in the various disciplines related to regional science. Announcements of appointments will be made at a later date.

4. Institute Assembly

The Institute Assembly (IA) will consist of all Institute members, participants, and teaching staff. It will discuss reports presented by the seminar groups and workshops.

V. Participants

As there must obviously be a limit to the number of participants in seminars and workshops, as mentioned above (see item I); no more than 60 participants can be accepted.

Persons interested in participating are invited to complete the attached form, and are requested to submit, along with the application for admission:

- a list of publications in the field of or related to regional science,
- copies of at least one publication,
- an outline of an original research paper to be prepared for discussion in one of the seminars,
- a suggestion of a topic for one of the workshops,
- a letter of recommendation.

Applicants should understand that, if admitted for participation, they
- must provide their seminar paper in advance (see item VI below),
- are requested to be present during the full period of the Institute; should they fail to do so, they will be asked to return any funds which they may have received from Institute sources,
- are expected to attend all lectures and sessions of the Institute Assembly as well as all sessions of the seminars and workshops to which they have agreed to be assigned.

VI. Time Schedule for Preparatory Activities

May 1,1998
Applications should be sent to Professor Peter Friedrich (address as indicated under item IV/2) as soon as possible, but not later than May 1, 1998.

VII. Publication

It is intended to publish a selected number of research papers, if received before the deadline of June 15, 1998, in a volume of papers and proceedings of the Institute. The papers of former Advanced Studies Institute have been available with publishing companies such as Nomos Baden-Baden, Sijthoff and Noordhoff, etc.

VIII. Financial Arrangements

Participants will receive modest financial support to cover part of their travel expenses. A detailed commitment will be made with the notification of admission.

IX. Accommodation

Rooms will be available at student dormitories at reasonable prices (DM 10,- per day).

X. Recreation

The University of the Federal Armed Forces, Munich, is located at the fringe of the Bavarian Capital, Munich. The city offers all the amenities of a culturally important town with many historic attractions such as palaces, castles, cathedral, monasteries, Baroque and Rokoko buildings and architecture of all centuries. Good opportunities exist for walking and hiking especially in "The Alpine Regions". The social and cultural places of interest of the major cities of Bavaria and of Austria are within reasonable travelling distance. Munich has an International Airport.
