Aims

1. To examine key concepts and techniques for regulation.

2. To explore the role of law and its limits as an instrument for regulation against the background of emerging technologies and innovations.

3. To identify and appraise the ethical and legal questions raised by rapid technological changes and innovations.

4. To critically reflect on the impact of economic and social goals for regulatory choices and responses.

Learning Outcomes

Students will acquire relevant knowledge and understanding of key regulatory concepts, techniques and processes.

Students will be able to recognise the conditions which influence the regulatory options being chosen.

Students will have greater awareness of the role and limits of law as an instrument for regulation.  

Students will be able to identify and critically assess the legitimacy of regulatory responses to emerging technologies and innovations.

Students will be familiar with regulatory responses from other jurisdictions such as the United States, Australia and the European Union.


Syllabus

In light of the rapid nature of technological development and innovation, the topics to be covered each year may vary. This is intended to ensure that students are introduced to pressing regulatory challenges raised by new and emerging technologies. The topics selected each year will be used as case studies to examine the impact of emerging technologies and innovations on sectors such as health, transport, energy, finance and security but with particular focus on the role of law as an instrument of regulation.

The indicative list for the first year when the Module is introduced is as follows:  
 
Theories of regulation, tools and techniques
Role of law in the regulatory framework
Concept of emergence and new models of governance
Driverless Cars and the Trolley Problem< /div>
Big Data, Informed Consent and Precision Medicine
The Best Interests of the Child Principle and Internet of Toys
Artificial Intelligence and Robotics
 
 
Lectures will be recorded and students will be provided with detailed lecture slides.
Students will be directed to recommended reading and provided with guidance on approaching independent study and seminar preparation. 
Relevant learning resources will accessible through VITAL.
Library resources will be accessible through the module reading list.

Teaching and Learning Strategies

Lecture - There will be 10 Lectures. Each lecture is two hour in duration. Lectures are designed to provide students with a comprehensive and critical introduction to key concepts, issues and contexts. Recommended reading and material to support independent study and learning will be provided.

Seminar - There will be 5 Seminars of one hour in duration. In advance of seminars, students will be required to undertake mandatory reading and complete designated tasks to facilitate independent learning, critical reflection and confidence in participating in semina discussions.

Coursework  2500 Words  Semester 1  85  Yes  Standard UoL penalty applies  Assessment 2 Notes (applying to all assessments) The module is assessed through two pieces of coursework (100%). Assessment 1 (15%) will be in the form of a written response to a hypothetical Government Consultation seeking information on legal and ethical issues raised by an emerging technology and the action to be taken to address risks and concerns. The word limit is 1,000 (excluding the word count for bibliography). Assessment 2 (85%) will take the form of an essay or problem question. The word limit is 2,500 (excluding the word count for bibliography). Students will be given a choice of either an essay title or problem question. Students will be provided with opportunities to receive formative feedback mid-semester in order to support and prepare for the summative assessment.
